The region’s governor, Vitaliy Kim, shared images of the attack on his Telegram channel on Tuesday, and said eight civilians and three military personnel were trapped under the rubble following the attack.

He added that between 50 to 100 people manage to “miraculously escape” the building unhurt.

The Ukrainian State Emergency Services have since reported that the bodies of at least three people have been pulled from the rubble.

Kim claims that the attack was deliberately timed during work hours to kill government workers in the building but said he was not present at the time as he had “overslept.”

The charismatic governor, whose videos have made him very popular, tried to find an upside and suggested that since the Russians are attacking offices that would be needed for an occupation, they may have simply given up trying to capture Mykolaiv.
