Following the planned killing, prosecutors said Shihab intended to smuggle four Iraqi citizens out of the country through the US-Mexico border.

The DOJ said in a press release that Shihab traveled to Dallas in February to reconnaissance locations allegedly linked to Bush, and he met with others at a hotel in Columbus to look at firearms and law enforcement uniforms.

The department alleged that in 2021 Shihab had agreed to bring an isolated Iraqi citizen to the US for $40,000, which was in fact a fictitious people-smuggling operation set up by the FBI.

A lawyer representing Shihab did not immediately respond to a request for comment.
