According to the amended criminal complaint filed on Wednesday, Mr Brooks hit at least eight different groups of people marching in the parade, about five blocks and some spectators. “All the victims killed and most of those injured were walking straight down the middle of the road,” the complaint said.

The complaint said the vehicle was traveling at about 25 mph and at one point had to stick its head out of the driver’s side window to see Mr Brooks as one of the victims ended up on the windshield , which blocked his view.

Police said in the complaint that according to inspection after the attack, the car was in working condition, and that Mr Brooks did not try to stop at any time to check on the welfare of those injured.

At the parade, Mr Brooks was released on $1,000 bond, sparking debate among lawmakers over bail policies in the state. The new complaint accuses Mr Brooks of two counts of felony for failing to comply with the terms of his bail, which includes not committing further offenses.

According to the complaint, Mr Brooks also faces two new charges of domestic abuse. The criminal complaint states that he had hit his ex-girlfriend in the face during a confrontation in the moments before the attack on the parade. According to the complaint, he allegedly told the woman that he was angry that he did not grant her bail on the allegation that he crushed her with a red SUV, broke her leg.

According to the complaint, the woman who had accused him of domestic abuse said that the red Ford Escape SUV belonged to his mother and that he was living in the car.

Mr Brooks is being held on $5 million bail. His preliminary hearing will be held on Friday.
