Under the law, rape and incest victims would be able to obtain an abortion for up to eight weeks of pregnancy, but only if they first report it to law enforcement. Victims who are minors will have up to 14 weeks to terminate the pregnancy and must report to law enforcement or a physician.

Rape and incest victims must report the assault within 48 hours of having an abortion, and a patient must present a police report or a copy of a notarized letter to a physician before the procedure is performed.

Abortion will also be allowed in cases of medical emergencies.
